Advancing Vermont’s Creative Economy

In 2003, the Vermont Council on Rural Development (VCRD) convened the Vermont Council on Culture and Innovation to study the potential of the creative economy in Vermont and to develop a strategic plan to advance it.

Over a twelve month period, VCCI gathered input from over 300 Vermonters at public forums, benefited from guest testimony presented at Council meetings, conducted additional interviews, and undertook research of national and international conferences and related news.  VCCI concluded that Vermont is poised to build and sustain an innovative economic development strategy that places heritage, arts, and culture at the core of community life and economic vitality.

VCCI’s recommendations are organized under four broad areas:
  1. Support the Growth of Creative Enterprises
  2. Promote and Document the Roles that Creativity, Culture, and Innovation Play in Vermont’s Economic Future
  3. Invest in Communities so They May Build on their Past while Adapting for a Vibrant Future
  4. Develop Vermont’s Creative Economy through Community-Based Planning and Improved Statewide Collaboration

VCCI’s Final Report and Recommendations, released in October of 2004, is a blueprint for boosting this important economic sector in Vermont.  Its seventeen recommendations are action steps that encourage collaboration among Vermont’s private sector, cultural organizations, and local, state, and federal government.  The report provides key arguments for strengthening economic and community development through culture and innovation, as well as examples of Vermont's creative sector at work, vital statistics tracking the impact of the creative economy, and a section identifying some of the many resources already available to help creative entrepreneurs.

The release of VCCI’s Final Report marks the official sunset of the VCCI. However, Council members will remain actively involved in promoting the report's recommendations through an ongoing grassroots public education campaign that will be organized by VCRD in conjunction with the firm of Kimbell Sherman Ellis.
