The Bid Policy outlined below repeals and replaces Bid Policy GEN/2 adopted by the Vernon Selectboard on October 18th, 1988 and revised July 25th, 1991, May 18, 1995, and May 19, 2007.
I. POLICY
1. Purchases and/or Projects of any kind or nature exceeding $1,000.00 require receipt of written bids prior to either purchasing and/or awarding jobs (see procedure below).
2. Purchases and/or Projects of any kind or nature below $1,000.00 are exempted from bid requirements, but may still be used at purchaser's discretion. If bid process is used, procedure below will be utilized.
II. PROCEDURE
1. Invitation to Bid or Request for Proposal must be advertised via mailing list. The Invitation to Bid shall include:
a. Instructions to submit all bids sealed in an inner envelope.
b. Location, time and place for receiving and opening of sealed bids.
c. Information on how to obtain bid specifications and bid forms, if any, for the request of the proposal.
d. A description of the supplies, materials, equipment or services for which bids are to be received.
e. If a project or construction bid, a scheduled tour of the work area.
f. "The Right Of The Vernon Selectboard To Accept or Reject Any or All Bids."
2. Before bid specifications are advertised, they will be approved by the Selectboard.
3. All bids exceeding $1,000.00 must be awarded by the Selectboard.
4. All bidders, on bids in exceeding $1,000.00 will be notified of the award in writing, by the Selectboard.
III. WAIVER OF BIDS
The Vernon Selectboard may waive the bid process or approve a sole or dual source solicitation for major purchases when they deem it to be in the best interest of the Town. Sole source solicitations should be reviewed to determine that the price offered is fair and reasonable or that there is only one manufacturer/supplier of the item to be purchased.
